Yes, there are.  But with our current chair, it never amounts to
anything more than idle conversation here, since he has shown no
interest or ability to direct the discussion along consensus points
and use his leadership role to bring some cohesiveness to the GA's
positions.

This isn't politically motivated.  This is about effectiveness.  Can
you honestly say, Dan, that the current Chair has effectively helped
developed consensus in the GA on issues?
