[council] Election mechanism

I have simplified my proposal based on the resolutions and recommendations 
of the Names Council teleconference.

Please find it here.

Dennis and Nigel, can you please send to the secretariat the proposals that

PROPOSAL FOR
ELECTION MECHANISM FOR ICANN BOARD DIRECTORS

1) Nomination of candidates will be done in the manner already established 
by the Names Council.

2) Elections will take place during a time not inferior to five working 
days. Each member of the Names council will vote for three candidates. 
Votes will be sent to an address specially set up by the DNSO secretariat. 
The secretariat will keep the votes secret until the end of the election 
period, and the end of which it will send, privatelly, to the Names 
Council, a list of all votes received by each candidate, specifying which 
Names Council members have voted for them.

3) The following candidates will be recognized as DNSO ICANN Board members

a) The candidate with the largest number of votes (Board Member "A").

b) The candidate with the largest number of votes who is a citizen of a 
region  different from the region of Board Member "A"   (Board Member "B").

c) The candidate with the largest number of votes who is not a citizen 
of  the  regions of Board members "A" and "B"  (Board Member "C").

4) In case of a tie in any of the first three positions that leaves unclear 
who the elected members of the ICANN Board are, the Names Council will hold 
a three-day mini-election with the candidates who are in the tie.

5) In case any of the three elected members of the Board has not received 
the support of at least 50% of the members of the Names Council, the Names 
Council will hold a confirmation vote for all three candidates together. If 
the three candidates do not receive the support of at least 50% of the 
Names Council, the elections will be considered invalid and the whole 
election process will be repeated.

6) If confirmed by the Names Council, Board member "A" will serve for three 
years. Board member "B" will serve for two years and Board "Member "C" will 
serve for one year.

7) After the election process has finished, the Names Council will send to 
the ICANN Board the names of the DNSO Board members as well as the terms 
that each one will serve. It will also make public the results of the 
elections, including the number of votes received by each candidate.
