The "Call for Nominations for the election of ICANN Board members"
shall be sent today, September 17, 18:00 CET.
I am requesting your verification for the following text prepared
by Javier Sola and myself according to the NC request.
I believe the text is complying with the NC telecon decisions.
Without any formal opposition from the NC until 17:00 CET
this text will be sent today, September 17, 18:00 CET.

Call for Nominations for the election of ICANN Board members
------------------------------------------------------------------------
September 17th, 1999.
Call for Nominations for the election of Members of the
ICANN Board elected by the DNSO
The Bylaws of ICANN request that the DNSO elects three
members of the ICANN Board.
The Names Council has resolved that the first elections for
such Members of the Board will take place between the 9th
and the 15th of October, 1999. Candidates for this election
may be nominated between the 17th of September 1999 and the
8th of October 1999.
The Names Council will elect three members of the ICANN
Board. One of them will serve for a period of three years, a
second one for a period of two years and the third one for a
period of one years. Afterwards one Member of the Board will
be elected every year to replace the member whose term has
expired.
The Bylaws require that candidates for the position of Board
Member must be nominated by the General Assembly of the
DNSO.
The Names Council has resolved that a candidate, in order to
be nominated must have the support of, at least, 10 members
of the General Assembly. For this purpose, anybody who is
subscribed to the General Assembly mailing list, the
Announce mailing list or the list of one of the
Constituencies of the DNSO is considered a member of the
General Assembly. As the Annouce and General Assembly list
are open, anybody wishing to participate in the nomination
process may subscribe to one of these lists and be
considered a member of the General Assembly.
ICANN has indicated its desire to change the Bylaws to make
the office of Member of the ICANN Board incompatible with
the the office of Member of the DNSO Names Council (the
proposed amendments can be found at
http://www.icann.org/general/bylaws-changes-16sept99.htm).
As this is not yet official, Members of the Names Council
who wish to be considered as candidates will be requested to
state (just for information of the voters) if they will
resign from the Names Council if they are elected to the
ICANN Board.
According to the proposed Bylaws amendments it is
anticipated that a Names Council Member cannot vote or
otherwise participate in an election for ICANN Director in
which that member is also a nominated candidate.
In order to be considered as a candidate, the nominee,
besides having the support of ten members of the General
Assembly, will be asked via email to personally accept the
nomination. If the nominee cannot be contacted via email
then the nomination will not be considered.
The acceptance of the Nomination must include:
* Their full name
* E-mail address
* Organization they work for (if apply)
* Snail-mail address.
* The region that includes the country of which they are
a citizen
* The region that includes the country in which they
reside
* A clear statement of acceptance of the nomination
* A Curriculum Vitae (no more than 500 words long)
* A statement indicating their ideas, intentions and/or
the reason why they consider they should be elected to
serve in the ICANN Board (no more than 500 words).
Any statement of acceptance that does not include all the
items stated above will be consider invalid.
Nominations and statements of support for a nominee must
include:
* Name, e-mail and organization (if apply) of the person
doing the nomination or support
* Name of the person being nominated or supported
Any nomination or statement of support for nomination that
does not include these items will be cosidered invalid.
Nominations, statements of support for a nomination and
statements of acceptance must be send by e-mail to
icann-nominations@dnso.org between the 17th of September
1999 and the 8th of October 1999 (18:00 CET, see
http://www.dnso.org/timeworld.html for local time in other
places). All nominations, statements of support for
nomination and statements of acceptance will be published in
the www.dnso.org website. Any mail regarding nominations
sent to any other e-mail address will not be considered.
The election mechanism to be used by the Names Council to
elect the ICANN Board members will be posted in the DNSO
website no later than September 24th.
