I see your point and I agree with you, but I prefer three votes for each NC
member in all of the three rounds. 

I'm not sure if  we should "keep" all the nominees pasing thru the
first (or second) round. Maybe we should keep someone only if there is not
other from his/her region still running. I'd like to think it a little more.

We are doing it very complex. Great job.
