Elisabeth, Andrew & Council,

I believe there is a basic misunderstanding of the system proposed by
Andrew. Elizabeth is trying to elect all three directors at once,
worrying throughout the process about achieving GD.

Andrew proposed TRHEE successive elections, for each of the seats.
The outcome of each election is just ONE director being appointed.
Each election consists of several rounds where candidates with few votes
are eliminated.

In each successive election, only candidates from regions not yet
represented are considered as valid. Therefore, GD is trivially achieved
(assuming there were candidates from 3 or more regions to begin with),
the system is much simpler and the NC is not dissolving so often :-)
