All NC members should have an alternate from the same region of the NC
member. I suggest all constituencies to include it in their charters.

In that case, proxy could be given to another NC member o to the alternates.

In a special case, I suggest that, if one NC member would like to give
his/her proxy to another person who is not in the NC and who is not his/her
alternates, then it could be supported by the other two NC representatives
of the constituency and there should be not any objection in the NC.
