[council] Chair for next teleconference

I seem to recall during the last teleconference that Dennis might
not be able to attend the entire teleconference scheduled for
tomorrow.  If that is true, I believe we have yet to designate
someone to chair the teleconference.

I would like to nominate Theresa to chair the conference if she is
available (and willing.)  Any seconds?  Of course if Dennis is
available,
he should chair the teleconference as previously agreed.
