When stating these requirementes, we should keep in mind that they
are probably impossible to check in case anyone challenges somebody's
membership in the GA.

Since the bylaws characterize the GA as "consisting of all interested
individuals and entities", and also as "open to all who are
willing to contribute effort to the work of the DNSO", perhaps the
fact that a person is nominating someone is proof enough of interest
in the DNSO.
