For the record (and apologies that I was away ill last week) it seems to me
that extending a deadline by a few hours does no real harm and potentially
some good so lets do it.

In future perhaps we should agree that all NC and WG deadlines are midnight
on the day in question in the most westerly time zone (i.e. the last
midnight possible). Given that most of us do sleep there is no overly
generous treatment here for Western time zones.
