[council] update on Working Group D

Please find below an update on WG-D's work: .

* Working Group D met in Los Angles November 2, 1999. Six  members met, and
discussed key issues necessary to complete WG-D's work. A summary of the
discussion was circulated by the Chair to the WG-D list November 19, 1999.
* On January 6, 2000 a schedule for finalizing the draft was suggested to
WG-D list. A few revisions were made to the schedule, with the intent to
complete the work to submit to the NC by March 6, 2000 (before the Cairo
meeting).
* A subgroup of WG-D is working on a draft, to circulate to WG-D group and
to post for public comment. Update on status of this will be provided when
available.
