Please see the proposal below for a Multilingual Domain Name Working Group.
There is great support in the ccTLD Constituency AdCom for this proposal. The
proposal will be discussed by the ccTLD Constituency in Cairo and it is likely
that as a result there will be a ccTLD Constituency WG on this topic.
It is also possible that there may be a formal request from the ccTLD
Constituency for the formation of a DNSO Multilingual Domain Name Working Group.

Multilingual Domain Name Working Group - Draft Proposal
The current ICANN/IANA Domain Name System(DNS) allows only characters in
ASCII;alphabet, number, and hiphone. There are strong demand to expand
other characters such as
Other ASCII characters in the 7-bit code
8-bit code
Multi-octet codes
We would like to form the working group at DNSO to study on these issues.
First of all, there are very strong demand to allow various multi-octet
characters such as Chinese, Japanese, Korea, Thai,...
Similar requirement to extend the domain names to cover the 8-bit code
also exists among various European languages.
In order to make the Internet more accessable by larger population globally,
it is very important to support non-English characters, and we propose to
study on these issues. Since there are deployment of non-English characters
for domain names, the working group should be formed immediately. This
working group should liaise with various activities such as IETF, APTLD,
APNG, and other emerging organizations.
