RE: [council] Time for the next NC telecon

Unfortunately, I cannot take the call on March 31 at 4:30 am or 5:30 am
California time. I suggest to have the call scheduled for 2:00 p.m. (which
is also the time proposed as Option B for the subsequent NC telecon).

Subject: [council] Time for the next NC telecon

All,

The next NC telecon will be held on Friday March 31th,
i.e. during the difficult week as far as time zones are concerned.

The infos I took from the http://www.timeanddate.com/worldclock/ are:
Santiago (Chile) -- DST ends March 12th 2000
Melbourne (Australia) -- DST ends March 25th 2000
   Europe -- DST starts March 26th 2000
NorthAmerica (the part of USA, Canada and Mexico that observes
Daylight Saving Time) -- DST starts April 2th 2000

Which means that during this only week (March 27-31) we are going
to have 7 hours difference between Europe and US East Coast
(instead of usual 6).
      UTC+1+1DST in continental Europe
UTC-5+0DST on the US East Coast

Ken called the NCtelecon for "14:30 CET (that is 08:30 us eastern
standard time)", we need to adjust, 14:30 CET is 07:30 US East.

First option -- March 31th, 14:30 CET (12:30 UTC):
                              7:30 US East Coast
                             21:30 Japan/Korea
                             22:30 Melbourne (Australia)
it is much better than expected for Erica, but more difficult for
US collegues (6:30 for Caroline in St Louis and 4:30 in California
for ICANN staff).

Second option -- March 31th, 15:30 CET (13:30 UTC):
                              8:30 US East Coast
                             22:30 Japan/Korea
                             23:30 Melbourne (Australia)
(7:30 for Caroline in St Louis and 5:30 in California
for ICANN staff).

Ken, would you mind please take a decision between the two ?

Unfortunatelly we do not have much choice, and we may consider
only two options for the subsequent NC telecon
(with the usual 6 hours difference between Europe and US East Coast,
no more time troubles until October)

Option A
