[council] proposed schedule changes

i do not feel that it would be a good idea and am not in support of
initiating any schedule changes here.
there clearly are not adequate funds to subsidize the cost of
additional meeting rooms not only for the DNSO but for the constituencies as
well.
holding meetings earlier than the scheduled ICANN meetings would involve
substantial additional room costs for the delegates and attendees as well as
additional costs for the room rentals. the significant hotel room and meeting
room costs (which could easily reach an incremental gross cost
in excess of $100,000) would pose an additional cost burden to
many of the representatives and their respective constituencies which may make
attendance totally impractical.
one of the principal reasons for holding the meetings at this time was to
provide a more practical opportunity for pacific rim participation by scheduling
the ICANN meeting proximal to the scheduled ISOC annual meeting to reduce travel
costs as well as provide increased participation
the constituencies have more than adequate time to arrange for
teleconference calls for advance planning for the conference and meeting after
the board meeting will give them an excellent opportunity for advance planning
for the annual meeting to be held in the fall.
i strongly feel that we need to stick to the proposed schedule. i also
think the concept of names council meetings before & after the board
meeting is a good one as it gives us the opportunity to review actions
taken and plan more effectively for the interim period between the
yokahama meeting and the annual meeting.
