The ICANN Independent Review Policy is posted at 
<http://www.icann.org/indreview/policy.htm>.  Sections
5.3 and 5.3.1 discuss who is ineligible for membership
on the Independent Review Panel Nominating Committee.

The various parts of Section 5 address the responsibities
of members of the IRP Mominating Committee.
