I agree that the proxy should specify what authority it purports to give
(voting, participating on call, etc.)  I also think we should have a clear
statement that proxies cannot be given to non-NC members.  Also should put
an affirmative duty on each NC member to notify NC/Secretariat of any
changes on status or contact info. or should this be done at the
Constituency level?
