YJ, I agree that our procedures are not well settled yet, but I thought at
our last meeting and based on  the criticism we have received for not
having more substance coming out of the NC, we decided to have the LA
meeting focus on substance, not procedure.  This is not to say that
procedure is not important, but that we could not afford to have another
public meeting where the only issues that were discussed were procedural.

It looks like you have found a good reference to a starting point for
committee formation.  Perhaps we could ask for NC volunteers (I suggest not
more than one per Constituency) to help flesh these out in the next two
months before our next teleconference call?  This sounds like a similar
task that the Intake undertook to create its report which was quite
successfully done through solely online measures (ie no teleconferences).

What does everyone else think?
