I think that the way to move forward on this is for you to formally propose
terms of reference or a brief for the group to be chaired by yj for
endorsement by the NC.   I  would be happy to second a proposal along the
lines you outlined below but I believe it should be formally moved and
agreed asap.
Subject to advice from the Intake Committee and the Chair, I suggest we
consider  putting this to an on-line out of session vote.
