Thank you for giving me a chance to clarify once again.:-)

There will be two stages before and after WG formation.
I already proposed regarding pre-stage in my earlier message.

Since I have not heard any objection to proposed ToR and
Timeframe from NC members, can I interpret this as a positive
signal for this WG to start possibly 24 hours from now on?

I think Joop's proposal can be related with after WG formation
process. The recognition on the charter of WG by NC. I think
his interest in constituency for individual DN holders should be
discussed among the WG members, first.

Therefore, if we let this group go asap, hopely this issue can be
discussed at Dec. 19th's NC teleconference regarding the
charter of this WG as one of post-WG formation processes.
