[council] NC Input on Proposed Revisions to VeriSign-ICANN Agreements


To the Names Council:

Following up on Philip's very prompt and constructive message (copied
below) concerning the Board's request for DNSO comments on the 
substantive merits of the proposed revisions to the VeriSign 
agreements, here is the official text of the resolutions on this topic
passed at the 13 March 2001 Board meeting:

   "Proposed Revision to VeriSign Agreements

   Whereas, a proposal has been presented to the Board for various
   revisions in the agreements among ICANN, Network Solutions, Inc., 
   and the United States Department of Commerce that were approved on 
   4 November 1999 in resolutions 99.132 and 99.133 and were signed 
   on 10 November 1999;

   Whereas, the Board intends to consider what action, if any, to take
   on this proposal in its meeting to be scheduled for 2 April 2001 
   at a time to be confirmed;

   It is therefore

   RESOLVED [01.22] that the Board requests all members of the Internet
   community, including the Names Council and any of the constituencies 
   and other participants in the Domain Name Supporting Organization, 
   to provide comments on the substantive merits of the proposal no 
   later than 31 March 2001;

   RESOLVED [01.23] that the staff is directed to maintain through that
   date a web-based public comment forum for the purpose of receiving 
   such comments."

Several Board members have reiterated to me that they would very much
appreciate hearing your advice and comment, as well as those of the
constituencies you represent, on all substantive aspects of the proposed
revisions to the agreements.

Comments to the Board can be submitted through 31 March 2001, 6:00 pm
California time, either on the web-based public forum at 
<http://forum.icann.org/nsi2001/> or by sending them in an e-mail to 
<touton@icann.org>.

Further to the ICANN Board's request for DNSO input on the substantive
issues of the proposed revision to the Verisign ICANN agreement the
following timetable will apply:

1. Constituency and GA input

All constituencies and the GA are requested to discuss the issues and
send a short report via their NC reps to the council list latest 12 
noon (your local time) SUNDAY 25 MARCH 2001.

Please keep reports short, listed in note form and focused on the
desirability of the status quo (old agreement) and the new agreement.
What are the pros and cons?  Which agreement do you prefer?

(If you are able to cooperate with other constituencies and make a 
joint position - even better.)

2. DNSO and NC consolidation

I will then review these reports for common ground and produce a
proposed DNSO statement. It will have an umbrella DNSO statement 
where there is common ground and list the Constituency positions 
thereafter.

There will be a special NC teleconference at 15:00 Paris time Wednesday
28 March at which the NC and GA chair will agree to a statement based 
on the consolidated document.

That statement will be forwarded to the ICANN Board to meet their
deadline of 31 March 2001.
