Thanks Oscar - I agree with you but I guess I am aiming here at a statement
of principle. It will neeed to be fleshed out in due course in, for
example, a standard operating Procedures (SOP) which detail the consultative
process. However, it will clearly take some time to develop and get
agreement to a SOP and, in the meantime, a statement of relevant principles
would be helpful.
