Please, would you be so kind to answer the questions made by Phillip?  If you
are not in position to answer such questions, please instruct us who are the
ones that are able to answer them.  This is very important to know since the NC
aprooved some rules by majority of votation and soon will be implemented, but
first the NC needs to know if the NC such authority
