[council] Briefing paper on multiple roots

Councillors:
At the May 9th teleconference, there was an agreement that the
Names Council needed to educate itself on some of the technical
implications of multiple roots. In consultation with the committee,
I assembled the following documents for the briefing. 

They were all selected because they are relatively short,
and do not advocate a particular policy but simply try to 
identify some of the issues that are raised by the 
coexistence of multiple DNS roots.
