The resolution is correctly recorded (e.g. to delay) until August.  Unfortunately the ICANN Board did not adopt our proposal, which was a little surprising.
Following a number of conversations, I am pleased to advise that Verisign is proposing to make available a suite of tools that will enable IDNs to resolve at an application level, including the WHOIS. This is a good step forward as it will build consumer confidence and will help
reduce Trademark infringements, but again urge that the ability to resolve IDNs at the application level is given a very highest priority.  The IETF should be encouraged to finalise the IDN standard asap.
