[council] VOTE on rules for non-members

Philip, if I read the draft of the rules we re voting on, it would appear
that the Task Force defined under the TOR for the UDRP Review would violate
these (ie there would not be a simple majority of NC members (remember each
Constituencies rep does not have to be a NC member?)  Am I missing
something??  

Please respond as soon as you can or I will have to abstain from voting.
