[council] Voting procedures

Hi everybody:

Since this is my first time in the Names Council, and I am pretty sure
that also for many of you is also, it would be more than desirable that
someone that has participated in elections before,
please inform us about the mechanics of the voting.

I understood from other sources that the first elections of DNSO members
wasn't a simply voting majority.  It took several rounds to determine the
elected Board members.   How will be this time where there is only one
candidate?
