I second this recommendation. As you know, I have been an
advocate of open WGs, but no one on the NC supports the
idea outside the NCDNHC. Given that constraint, use your GA
representative on the Task Force in a creative way.

I suggested that you advise your GA member to "consult" with the GA. 
You then get the desired result while remaining within the by-laws.
