[council] Webcasting the DNSO sessions

Philip,

Members of the General Assembly have so far put forth two offers for 
sponsorship (one from new.net, the other from PacificRoot).  Both have been 
rejected.  In the event that you fail to secure a sponsor for webcasting the 
DNSO sessions, will the DNSO cover these expenses and pay the folks at 
Berkman for their efforts?
