[council] LA meeting - Proxy....

I will not be in Los Angeles but the Registrar Constituency has asked
that I participate in the Names Council meeting by phone (or video
link). The Constituency proposes to hold the NC elections soon after the
MdR meeting with the new representatives taking office in January 2002.

I hope to be able to participate, but if for technical reasons I am
unable to, I give my Proxy to Erica Roberts and if she is not available
then to  Ken Stubbs
