[council] Nominees to the new ICANN IDNsCommitee

Vany,
as you know the NC has appointed Elizabeth Porteneuve (as chair of the NC
task force on IDNs)  to this ICANN committee. Your motion says that it is
important that experts in non ASCII are on the committee.

The information from ICANN suggests that so far 4 of 5  appointees are
experts in non ASCII characters, so all seems well for the moment.
