I will let Philip Sheppard speak for himself on this as the chair of the NC,
but I believe the arrangement, which he needs to verify is that he is
chairing as the chair of the NC, and that I am the BC rep. That was
certainly my view in taking this role for the BC constituency.
Also, I saw a posting from him noting that it is his intent to be strongly
neutral.
I also have assumed that he is a non voting member.

Based on the proposed terms of reference stating that only one
representative from
each constituency serve on the Restructuring Task Force, the gTLD Registry
Constituency questions why there are two members of the business
constituency serving on the Task Force from the Business Constituency? We
would recommend that the terms of reference be changed to allow other
constituencies be allowed multiple members if they so desire or that one of
the two BC members be removed from the committee.
