[council] Restructuring the DNSO
Philip,
Thank you for the admonition regarding invective on the Council list. Most
will recognize that invective stems from gross discontent. A year-long
review process has culminated in a consensus determination by the General
Assembly that the DNSO should be restructured into a bi-cameral body that
affords proper representation to the General Assembly membership.
That this matter has not appeared on the Council Agenda, nor has been
included as a topic of discussion within the Terms of Reference of the
Structure task force, even after this issue was brought to your attention by
the elected GA representative, is indicative of a serious problem.
Our ICANN Board has accepted the principle that representation must accompany
participation. The Assembly has accepted this principle and has called for
it to be enacted within the DNSO. The Council, on the other hand, has made
every effort to thwart such representation and participation... hence, the
discontent that now leads to invective.
The DNSO is an organization with over a thousand members, yet under this
Council's administration participation in the substantive work of the DNSO
has been restricted to a mere 6 or 7 task force members, effectively denying
the bulk of the DNSO membership the participation that has been both their
right and tradition.
Consensus exists within the DNSO, a consensus that the dysfunctionality of
the DNSO is directly attributable to the poor quality of the policy decisions
being made. The quality is poor because task force input to the Council is
marginal at best. That the review task force has generated no more than 30
comments between seven individuals over a four month period of time is
indicative of the failure of this task force approach.
If you don't act now to attend to the restructuring issue and to restore
working groups, the ICANN Restructuring Committee will impose a solution upon
the DNSO. It's your choice. The discontent of the Assembly has been
articulated. What do you intend to do?
