[council] Final Report on Review Names Council
Stuart and Vint,
the Names Council adopted the attached report at its meeting
yesterday (13 December 2001).
The terms of reference were to implement certain
recommendations of the earlier review working group. (Further structural
issues including those surrounding an individuals' constituency WITHIN the
DNSO and the ALSC are under consideration within the NC task force on
structure, and their report will follow in 2002).
The Review report is sent to you to forward to the Board
essentially for information. The substantive parts of the report lay down
procedures for the DNSO to follow in respect of working groups and consensus
policy development. These procedures will now be incorporated into the existing
DNSO guidelines on procedure. The full set of issues addressed in the report
is:
1. Guidelines for working groups - new DNSO
procedure
2. Election of GA chair - no change to by-laws
recommended
3. New Constituencies - criteria established for petitioners.
4. Translations - the DNSO will follow ICANN's
lead.
5. Consensus policy making - a process is
recommended.
