I understand your point of view. However, I would
note this: The sanctions program presumes that constituencies
are ABLE to pay but choose not to pay. I can assure you that the
leadership of the NCDNHC is fully committed to paying but
is UNABLE to raise the required funds in time. No sanction is going to
increase or decrease the amount of money we are able to
raise. Imposing the sanctions will reduce rather than increase
the amount of money DNSO gets.
I don't think that by making an exception in the case of
NCDNHC we would be "abolishing" the incentive to pay.
Other exceptions, in the unlikely case they arose at all,
would have to be considered on the merits on a case by
case basis. If other constituencies that proved to be
able to pay in the past suddenly pleaded that they could not,
such a case could be rejected unless there were in fact
compelling circumstances. But believe me, this is not a
position that anyone would want to be in if they could avoid it.
No one wants to willfully put their voting rights at risk,
and no one finds it pleasant to be in a position to ask for
the forbearance of other constituencies.
