Philip,

There would be little extra burden confirming receipt of each vote by e-mail
for the NC.
It in fact has always been done in the case of the GA vote, where the burden
is considerably heavier.

Monitoring of votes is also something we do and in the last case did in fact
see Tony's vote was missing but there was no trace of it anywhere so it is a
good idea for the voter to check.

So in short it is feasible for the Secretariat, having checked with the rest
of the team, and not much more of a burden!
