[council] e-mail voting; remark from GA chair
With all due respect, I do not believe that the provisions suggested
today should be voted in Ghana. Instead, Iīd request that they be
discussed and voted in a telephone conference. The GA chair and
co-chair should both participate in the discussion during this phone
call.
On the substance of the suggestion, it should be noted that the GA wonīt
be able to organize a valid vote by itself without access to the GA
votersī registry, which is currently maintained by the DNSO
secretariat. In order to enable the GA to hold votes without the
further support from the secretariat, there needs to be access to the
data in the voters' registry. Ideally, the voting software used by the
secretariat should also be made available, so no duplication of software
development work is needed.
Also, Iīd urge you to make sure that any voting provisions should fail
on the side of the ability of the GA to hold a vote. In particular,
refusing such a vote (and be it for budgetary reasons) should _not_ be
at the sole discretion of the NCīs chair. Such a decision of the chair
should _at_ _least_ be subject to a required confirmation by a majority
of the NCīs members at the next reasonable opportunity, such as the next
conference call. If this confirmation can not be obtained, the NC
chairīs decision should be considered overridden, and the vote should
be held.
