[council] Clarification on ISPCP membership
Dear ICANN Board and NC Members
During the ICANN Public Forum open microphone session held in
Bucharest on Thursday 27th June, whilst making a point on ICANN Reform Mr
Palage, Chairman of the Registrar's Constituency, specifically quoted
figures which referred to the membership of the ISPCP.
The ISPCP considers that the membership of each Constituency within
the DNSO (and for that matter any other SO) is primarily its own business
and should not be used to score points during wider debates. However the
manner in which each Constituency operates and the ethics with which they
conduct themselves must remain their own choice.
In this particular case the level of misinformation presented within
a public forum was so misleading that the ISPCP considers it essential to go
on record and correct this.
What Mr Palage failed to recognise was that the ISPCP represents
many smaller ISPs through Membership taken out by Member Associations. These
include; AEPSI, AFA (France) AIIP (Italy). ISPA (Austria), ISPA (Belgium)
ECO FORUM (Germany), ISPAI (Ireland), NLIP (Netherlands), ISPA (UK),
ECOM-LAC, ABRANET (Brazil), CABASE (Argentina), CCIT (Colombia), CAPADI
(Paraguay), CANADECO (Uruguay), ASIMELEC ( Spain), CAIP (Canada). Some of
the entities listed are of course represented by their regional associations
such as EUROISPA (Europe) and ECOM-LAC (Latin America). Added together this
figure alone means the ISPCP represents well over 1000 ISPs and Connectivity
Providers. Through these arrangements many smaller ISPs are able to
participate in ICANN activities, who would otherwise be prohibited.
To end on a positive note, during the Bucharest meeting the ISPCP
was approached by an ISPCP Association from Japan, who are keen to join.
Hopefully this will swell our membership by another 400 members!
