From the Draft NC resolution on reform:

If I recall correctly, several constituencies have proposed
an alternative approach in Bucharest: *If* there are to be
appointed members, they should not come from the Nominating
Committee, but from the At Large entity to be created.
I would ask the DNSO constituencies to also consider the
merits of such a proposal, especially since individual
users will once more have no seats on the GNSO Council
(they are only mentioned as an example of a possible
provisional constituency).
