[council] Transfer Task force and deletes

Recently, there has been a great deal of discussion, both within the task
force itself and here on the Names Council list, about the scope of the work
that the Transfers Task Force ought to be focusing on.  Both the gTLD
Constituency and I myself personally completely agree with the position Ken
Stubbs took recently in that the Transfers Task Force should not be the
place where a general discussion of delete policies is to occur.  The
current task force has a great deal of work on its plate already, and it
must complete its work as soon as possible.

The deletion issue is an important one that we need to be able to make an
important study of.  The work the Transfers Task Force has done to date with
regard to the WLS forms a foundation which will undoubtedly be useful in any
discussion regarding deletions, but there is also a great deal more that
must be explored.  I urge the rest of the Names Council to consider the
creation of a new task force that can specifically focus on this issue while
the Transfers Task Force completes its important work.  I understand that
this is one of the options that the task force has already contemplated
earlier, and I hope that as a Names Council, we can provide some useful
guidance in this matter.
