[council] ERC Posts Third Supplemental Implementation Report and Proposed TransitionArticle

To the Names Council:

The Evolution and Reform Committee (ERC) has posted its Third
Supplemental Implementation Report at
<http://www.icann.org/committees/evol-reform/third-supplemental-implementation-report-24nov02.htm>.
The report discusses the proposed Transition Article of the Bylaws,
which specifies the steps in moving from ICANN's current procedures and
structures to the procedures and structures contemplated by the New
Bylaws adopted by the Board in Shanghai on 31 October 2002.  The
proposed Transition Article is posted at
<http://www.icann.org/committees/evol-reform/proposed-transition-article-24nov02.htm>.

The ERC report invites public comments, which should be submitted by
e-mail to <reform-comments@icann.org> on or before 5 December 2002.  The
ERC plans to post its final Transition Article recommendation on or
about 8 December 2002, for action by the Board on 15 December 2002.
