With
all due respect Marilyn, my comment was not about their ability to make
independent judgement or have a broader focus. It is clear that they are
required to do so. However, I see no harm in allowing the Reps to
participate and observe our calls. In fact, the benefit is that,
as you know, if the GNSO makes a Policy recommendation, it would be helpful for
several of the Board members to have at least observed the process when the
Board is asked to use their independent judgement. Our process should be
inclusive rather than exclusive.
On a
separate note, I am not sure how sending an invite to two persons (and the two
others that are still on the ICANN Board -- Mr. Cohen and Mr. Abril) will get in
the way of ensuring a stable working Council.
Interesting concept, but actually, board members are supposed to,
as elected to the Board, have a broader focus, as all board members
do. :-)
We
must remember that we are reforming Council already, with adding in the three
new reps appointed by the At Large, and with the liaisons. Perhaps we should
ensure a stable working Council with those new additions before addressing
this particular issue. I would propose we get through those incorporations
before we tackle this particular discussion.

It occurred to
me that now that we have elected new representatives to the ICANN Board from
the GNSO, that it may be a good idea to have them both present (if
available) for each of our teleconference meetings. Although they are
not members of the GNSO Council, it may help to have them listen in to the
calls and provide their input as ICANN Board members. Such
participation may help in future discussions especially when we are trying
to interpret Board requests or statements and will also help in their
representation of our interests.
Therefore, I
would like to make a formal motion to allow the ICANN Board members elected
by the GNSO to participate in each of the GNSO
meetings.
