[discuss] Is the incomplete NC ready to make resolutions?

Dear dnso.org members,

The temporary, half constituted NC has had it's first meeting.(by
teleconference)
Is it proper that this happens?
Should the first priority of the General Assembly not be to make sure that
all stakeholders are represented on the NC, before any policy is even
discussed?
