[discuss] Query on Ken Stubbs comment regarding WIPO's Report

Ken and all,

Ken Stubbs Remote comment on the June 25 DNSO meeting as follows:

"[My comment: there may be a different set of people who are interested
in
these issues through DNSO participation rather than through WIPO
consultations.  IMHO, it is unreasonable to cut off this opportunity for

broader participation and discussion of the WIPO recommendations.
They should NOT be passed on to ICANN without careful examination."

  Why should any comments regarding the WIPO's final report be
reviewed before passing them on to the ICANN?  Please be as
detailed as possible in your answer...
