[ga-full] ICANN To Dictate Worldwide Internet Access
ICANN has, according to the attached announcements, now assumed
authority for dictating worldwide Internet access.
Are these the actions of an organization whose authorization limits
it solely to "technical coordination of the Internet domain name
system"? Or has ICANN illicitly arrogated for itself the role of an
entity which, in the words of the New York Times, "runs the
Internet's address system"?

"Louis Touton, Icann's vice president and general counsel, said
several small countries and territories had already made inquiries
about reclaiming their domains. He said that at its board meeting in
March, Icann, which runs the Internet's address system, expects to
consider a formal proposal to restore to all nations and territories
sovereign control of their domains."
