I think that this proposal doesn't do it. Even single-winner votes
should not be 'first-past the post' - if there are 5 candidates and we
want to achieve an outcome, votes which rank the choices are
preferable. If you wish to also build in a 'satisfaction' requirment,
then you require that the outcome be listed by K% of the voters and
people chooose whether or not to list multiple preferences....
