Re: [ga] Individual domain name holders and the DNSO


James and all remaining DNSO assembly members,

  Jamie, as you know and have eluded to here in your response to Joop
of the IDNO, that many organizations as well as small business
entities, and independent business owners on the internet are being
relegated to an observation role within the ICANN structure of the
DNSO.  Indeed this is appalling and in violation of the sprit of the
White Paper and the MoU.

  Indeed this subject of individual domain name owners such as
small business in the US and Europe have expressed great
concern on several occasions.  This concern has grown to
Asia and the African continent from reports from our members
in those areas and news stories that have appeared from time
to time in the Internet and global press.  Yet as you correctly
ask is this a purposeful plan of ICANN and the NC of the DNSO.
One can't help but wonder after so much time has passed.

  The question of the very structure of the DNSO and the ASO
have also been raised within the NCDNHC and amongst other
constituency groups recently.  There seems to be some that are of
the opinion that the DNSO structure need revamping to a great degree.
We [INEGroup] would tend to agree with these opinions and have always
believed that individuals should be the driving force behind the DNSO
and all of the SO's within the ICANN structure.  Yet when the DNSO
was in it's formation early on, some months ago, this view was viewed
as threatening to some that would desire a more centralized control
model for the DNSO and the other SO's within ICANN.  Yet it is
known and was known all along that this view would lead to infighting
that would result in little consensus building...  This seems to have come
to pass.

  The IDNO despite a few hecklers misgivings, has met the challenge
well overall, and should either have a place at the table or the structure
of the DNSO needs to change radically to be much more inclusive
and open.  Other independent organizations such as the ADOR
are also working hard and seem to have met the necessary criteria
for petition approval as a constituency within the DNSO or any
of the SO's of the ICANN structure.  Yet as has been stated by
quite a number of NCDNHC members and other constituency
members, the basic model of the DNSO may or should be
revamped dramatically.

  The ICANN Board and before it the ICANN Initial Board
failed miserably and seemingly with some malice to reasonably
consider other points of view in the praticipation of individuals
and small business as their own constituency within the DNSO.
