I appreciate the idea greatly, but this is not a well-formed motion, and it
does not address the potential need for an interim chair. I would recommend
that the body of the motion read:

The NC should recommend to the ICANN Board of Directors that the ICANN
bylaws be amended by deleting Article VI-B Section 2 (i) "The NC shall
elect the Chairman of the GA annually.", and inserting Article VI-B Section
4 (e) "The GA shall elect the Chairman of the GA annually according to the
voting procedures adopted by the GA".

This motion means we will lack a chair if they don't do it. Bad idea
because you can't count on it happening when you want it to.
