That said, my previous note did not try to claim that local participation
outweighed the well- and self-financed distant travelers.
We need to remember that not all those distant travelers are funded by
others or are lobbyists.
We also need to remember that local cultures vary and few places produce
aggressive, outspoken participants to compare with the U.S. (and one or two
other countries.) The less aggressive participants are still valuable to
the process.
