The only thing which makes the US Government's root (ICANN don't
run the root yet) into the "One True Root" is simply widespread 
acceptability and long standing convention.

As Tom Peters said: 'Perception is everything".

If a strong, non-governmental Venture Capitalist thinks he
can launch a root which WILL (unlike the weird schemes of
days gone by) acheive widespread de facto acceptability, then
the root /will/ be split. 

In fact it's been the case all along that all it would take 
would be a national Government somewhere which has -- let's be
polite -- differences with the USA to wake up
and realise that its own national e-commerce infrastructure
is entirely dependent on a single point of failure which is 
controlled by the US Government.

After all , /all/ TLDs (including ccTLDs) currently depend upon
a single computer system - the A-root and the ability of the US 
President of the day to issuing Executive Orders directing US
incorporated 
bodies (such as ICANN, or other root operator) in times of conflict,
instability, or even trade war . . . .

In fact I wonder why ICANN's GAC do not appear to have considered 
this issue yet . . . .
