Does it need an 'authority'? ICANN could tell Verisign that it is not
a good idea to make millions on a 'testbed'. Given the relation
between ICANN and Verisign, that might have made a difference...

Other companies cannot sell/enter multilingual domains in com/net/org,
can they?
