[ga] [ADMIN] Posting limit reminder

At this time of intense traffic, I wish to remind everyone that people 
should try to confine themselves to speaking only when they have something 
to say, and except in exceptional cases, they should restrain themselves to 
less than 5 messages per day.

This is a request from the chairs under the mailing list rules.
